Legal Consultation:
Owner of Riggs Consulting, a medical-legal consultation firm. Consult to legal firms regarding medical
malpractice torts, worker's compensation, personal injury and other health-related cases. Organize,
tabulate & paginate medical records for legal reference, research medical conditions and standards of
care. Render opinion as to merit of case based upon analysis of medical, nursing, and allied health care
given. Interpret medical language and notes. Prepare interrogatories or requests for production. Assess
damages and injuries involved in medical cases. Identify and recommend potential defendants in medical
malpractice and worker's compensation cases. Perform library and Internet searches and analyze the
validity and reliability of research reports in the mainstream medical and health literature.
Other Consultation:
Successfully analyzed and solved problems in public health care delivery and staff utilization at state
and local levels. Given data surrounding a grants program, developed qualitative / quantitative evaluative
protocol, wrote history of project, analyzed and summarized evaluation, offered suggestions for future
directions. Implemented an integrated community nursing model involving a school district, health care
agencies and organizations to ensure school readiness for infants born at risk. Assist to prepare expert
witnesses for depositions and testimony for medical and nursing negligence and malpractice cases.
Research, Statistics and Computer Utilization:
Administered ORSOS (surgical services database) at 450-bed, level 3, metropolitan hospital. Developed
strategies for expansion. Implemented 3 modules of software package. Developed protocols for initiating 3
additional modules. Worked with Surgical Services Management Team to ensure smooth functioning of all
aspects of program. Tracked costs, inventory, scheduling. Supervised 7 employees. Overall planning and
supervision of 6 monthly inventory of 13 room Surgical Suite and 4 room Outpatient Surgery Center.
Developed and successfully applied analysis strategies and protocols for numerous
nursing, psychology, and epidemiology research projects. Revised questionnaires and surveys to target
and obtain desired data. Performed data collection over two-year period for longitudinal study on effects
of maternal substance abuse in pregnancy on their infants (newborn through 2 years). Applied statistical
technique (Receiver Operating Characteristic Curve Analysis) not previously used in nursing research to
patient risking instruments. Performed retrospective research and analysis techniques to existing data.
Developed Expert System application within Lotus 1-2-3 for risk status analysis and
tracking in pregnancy for obstetric care with emphasis on expanded nursing and nurse-midwifery practice.
Successfully utilized said Expert System for risk analysis in legal cases involving stillbirth. Assisted
development and implementation of initial PC project at Clemson University College of Nursing. Taught
nursing faculty effective use of test-writing, grading, word processing and spreadsheet programs. Extensive
use of SPSSX, SAS and BMDP applications for mainframe in statistical analysis. Applied Receiver Operating
Characteristic Curve Analysis to evaluate data for dissertation. Use of SPSSX and SAS applications for PC.
Familiar with many business and research programs including word processing (5), spreadsheets (3), databases
(3), statistics (4), and editing (3) for mainframes, LANs, and PCS. Have programmed in Fortran, Cobol, Basic,
and C.
Program Planning and Implementation:
Successful grant writer / contributor for nurse-midwifery service development at community level. Developed
and implemented comprehensive statewide maternal and women's health programs in public health arena. Analyzed
problems in maternal-newborn health care delivery and proposed, planned, and implemented solutions at state
and local levels.
Academic:
Taught Nursing Fundamentals, Maternal-Newborn Nursing, High Risk Perinatal Nursing, Neonatal Intensive Care,
and Community Health Nursing in Associate and Baccalaureate Degree nursing programs. Have taught Continuing
Education courses at University, College, and State and County Health Department levels. Took part in annual
reviews for Nursing Boards for students. Clemson University College of Nursing representative to University
Patent Committee. Member of various University and College planning and academic committees, chaired fine arts
and computer utilization committees. Member of team developing integrated ladder-curriculum for nursing from LPN
(LVN) through Master's levels.
Clinical Nursing / Nurse-Midwifery:
Extensive clinical experience in women's health, maternal-infant nursing, and nurse-midwifery. Staff nurse
postpartum, labor and delivery, newborn nursery, and neonatal intensive care unit. Nurse-midwifery and advanced

Personal
Married. Three adult children. Strong, active church
affiliation. Non-smoker. Enjoy computer program development, gourmet and vegetarian cooking,
choral singing, ballroom dancing, reading (works and lives of Orthodox Christian saints, Orthodox
Christian theology, Orthodox Christian liturgics, science fiction), turning wood,
and lap swimming. Have written two privately published cookbooks and co-authored a book on Orthodox
Christian fasting. Maintain active electronic correspondence with numerous legal nurse consultants, physicians,
attorneys, and Orthodox Christian clergy and laypeople around the world.
